I also have Kagrenac's Tools loaded at the very bottom, yet still I'm able to drop Keening even after leaving it in an interior cell for a full 24 hours. I use a lot of Ennead's mods, Morrowloot, the Noble Skyrim graphical series, mods like Wildcat and Thunderchild, and Kagrenac's Wisps. 
I still have the same issue as russianlad.
Also, make sure this mod is loaded below any other that edits Keening or else the quest won't start.
